City accepting applications for CDBG programs for low/moderate-income residents

First-time homebuyers as well as residents who need assistance with home repairs or demolition can apply for the City of Victoria’s Community Development Block Grant programs that support homeownership and community development.

The City receives federal funding for its CDBG programs through the Department of Housing and Urban Development. This funding must be used for programs that benefit low- to moderate-income residents.

Down payment and closing cost assistance

Blue City of Victoria wording, Blue Blocks, Red CDBG letters, Blue Development Services wordingThis program provides up to $5,000 in down payment assistance (limited to no more than 50% of the down payment) and/or up to $5,000 in closing cost assistance for first-time homebuyers.

Requirements

  • The resident’s household income must be no more than 80% of Victoria’s median family income.
  • The resident must qualify for a mortgage from a private financial institution.

Median family income is calculated by the Department of Housing and Urban Development and varies depending on household size. To view the 2023 median family income limits, visit www.victoriatx.gov/cdbg

Owner-occupied home rehabilitation

This program provides assistance with minor rehabilitation projects, such as roof repairs and installation of energy-efficient windows. Interested applicants will be placed on a waiting list.

Requirements

  • The resident’s household income must be no more than 80% of Victoria’s median family income.
  • The home to be repaired must be the resident’s primary residence.

Demolition and clearance

This program provides assistance with demolition of substandard structures.

Requirements

  • The resident must not owe any taxes on the property.
  • The property must be located in a low- to moderate-income (LMI) block group as defined by the U.S. Census.
